NWWTP General Electrical Rehabilitation Project

Project Summary: The project will include a new 4160 and 480 volt electrical distribution system. In addition, it includes relocation of existing transformers, removal and disposal of existing electrical equipment, installation of new electrical equipment/items including cable trays/ductbanks, motor control centers, switchgear, panelboards, wire conduit, and other electrical and ancillary items.

NWWTP Odor Control & Sodium Hypochlorite Project

Project Summary:The Odor Control and Sodium Hypochlorite Project will include a new Sodium Hypochlorite Disinfection System, rebuild of the existing non-potable Water Pump System, and Odor Control Systems. The Project also includes all Demolition Work and legal Off-Site Disposal of Demolished Items, Yard Piping, Civil/Site Work, Electrical, I&C, HVAC, Structural, Architectural, and other Miscellaneous Items.

NWWTP Plantwide & Master SCADA Project

Project Summary: North Wastewater Treatment Plant Master Plan – Plant and Master SCADA includes replacing existing hardware and software to upgrade the technology for the North WWTP SCADA and the integration of the North WWTP SCADA with the Master SCADA System. The Project work includes: Controls for systems to connect the previously provided local control/monitoring of that system via local panels and/or PLC’s into the North WWTP SCADA system. The work includes connections to the Master SCADA that will allow similar control from the Master SCADA control room. The Project also includes electrical work, demolition work and legal off-site disposal of demolished items and other miscellaneous items.

NWWTP Pretreatment & Grit Removal Rehabilitation Project

Project Summary: Pretreatment and Grit Removal Rehabilitation includes work at both the Force Main Preliminary Treatment Facility (FM PTF) and the Gravity Preliminary Treatment Facility (Gr PTF). The Project work includes: process equipment demolition and replacement; the addition of process equipment; electrical demolition and replacement and upgrade work necessary to support the equipment addition and replacement; removal and replacement of door and windows, upgrade of the FM PTF Odor Control System with associated electrical work, replacement of all slide and sluice gates with motor operated fabricated gates; installation of ventilation systems including associated demolition; making required SCADA system connection to the installed equipment; and, the installation of required life safety related systems.

NWWTP Standby Generator Project

Project Summary: The Standby Generator project provides auxiliary power for all plant operations. While sourcing and placement of standby generators is provided under Louisiana state contract, this project will ensure that all new controls and electrical equipment installed under other phases of the North WWTP Master Plan are sufficiently tied into these generators.

SCADA Master Plan Project

Project Summary: The C-P currently has very limited SCADA capability at a few of its pump stations in the collection system and at the WWTPs. Without a comprehensive fully integrated SCADA system, collection system and WWTP operators have to physically change settings and check each pump station or piece of equipment on a daily or weekly basis, depending on the criticality of the piece of equipment. With a comprehensive and integrated SCADA system in-place, operation of the collection system pump stations and the WWTPs will become more automated and streamlined, saving operator time and allowing preventive, rather than reactive, maintenance to be performed. A SCADA system also will allow optimization of collection system pump station operations during wet weather. This will maximize storage and decrease peak flows to the WWTPs. In addition, the SCADA system allows a quick overview of the WWTPs and the collection systems from a central location to provide system-wide efficient operation.

North WWTP Master Plan Landscape Buffer Area Project

Project Summary: In order to resolve odor control complaints from nearby residents of the North WWTP, the C-P has developed a public project for implementation, which would create a buffer zone between the North WWTP and the adjacent residential neighborhood. This project was added as a Supplemental project as part of the June 2013 Consent Decree modification.

Central WWTP Decommissioning Project

Project Summary: The project purpose was to decommission the Central WWTP following the completion of the Central consolidation projects as well as the 08-TP-BD-0055 (South WWTP Wet Weather Improvements [Phase 2]) project. Once these projects were completed and tested, the Central WWTP was longer needed.

Choctaw Storage and Pump Station Facilities

Project Summary: The 09-PS-UF-0009 (Choctaw Storage and Pump Station Facilities) project was a combination of the NFW-C-0002 (Choctaw Storage, PS52A, PS 51A, PS 51AA, and Force Mains) project and the NFW-C-0003 (Choctaw Storage Pump Station) project from the October 2008 PDP. The combined project has been designated the 09-PS-UF-0009 (Choctaw Storage and Pump Station Facilities) project.

Hooper Storage Facility

Project Summary: The 09-PS-UF-0007 (Hooper Storage Facility) project involved the design and construction of a 10 MG storage facility (Hooper Storage Facility) in northwest Baton Rouge Parish as well as the replacement of BPS 897, an in-line booster station, with a wet well pump station. The project also included construction of a new 36-inch force main to bring flow to the new PS 897 from the existing STN force main. The purpose of this facility is to detain peak wet weather flows during a storm event and release them back into the collection system when demand is lower.

South WWTP Immediate Action Plan (IAP) Combined Projects

Project Summary: The South WWTP is under consent decree due to NPDES permit violations related to total suspended solids (TSS) and biochemical oxygen demand (BOD). The WWTP is presently required to meet a 30 MG TSS/L and 30 MG BOD/L monthly average and 45 MG TSS/L and 45 MG BOD/L weekly average discharge standard. A number of improvement projects were implemented to assist the plant in complying with its effluent permit limits. These improvements were implemented early in the program to bring the plant into compliance as soon as possible under dry weather conditions.

South WWTP Landscape Buffer Area Project

Project Summary: The existing South WWTP had no maintained perimeter buffer landscape system along the property boundaries facing adjacent residential developments. There are randomly placed trees and shrubs existing throughout the facility, but these are insignificant in relation to the scale of the structures. Therefore, this project involved design and construction of a perimeter buffer area. This project had funding from the Clean Water State Revolving Fund (CWSRF) Loan Program, Green Project Reserve.

South WWTP Wet Weather Improvements (Phase 1)

Project Summary: The existing unit processes at the South WWTP have been designed and constructed to process a peak hydraulic capacity of 119 mgd. Based on the 2-year, 12-hour design storm, the predicted future peak hydraulic flow to this facility after improvements to collection and conveyance infrastructure is 273 mgd. The C-P is also going to consolidate the Central WWTP and the South WWTP, with all flow being diverted to the South WWTP for treatment. The predicted future peak wet weather flow from the Central WWTP is 93 mgd. Therefore, the total predicted wet weather peak flow to the South WWTP after the Central Consolidation is 366 mgd. To accept and treat this flow, several wet weather improvements were constructed at the South WWTP. These improvements were achieved in two projects, specifically the 08-TP-BD-0033 South WWTP Wet Weather Improvements (Phase 1) project and the 08-TP-BD-0055 South WWTP Wet Weather Improvements (Phase 2) project.
